PERSON SPECIFICATIONS
Essential
Requirements
a) A Bachelor’s degree in Law
(Hons) from a recognized academic Institution.
b) A Post
Graduate Diploma in Legal Practice
c) Enrolment as an
Advocate of the High Court of Uganda with a minimum of seven (7) years
on the Bar
d) A Valid Practicing Certificate
e) At
least ten (10) years of work experience in the Tax or legal field,
five (5) of which should have been attained at Senior Management level
in a legal profession with a reputable Organization or firm
f)
A registered member of the Uganda Law Society
Desirable Requirements
a) A Master’s
Degree in Law, Business, Management or any other relevant field from a
recognized Institution.
b) Leadership Training from a
reputable Institution.
c) Specialized training in Tax
Administration.
d) Experience in Tax matters.
e)
Experience in providing legal advice to Institutions
f)
Experience in planning, leading and overseeing the performance of
professional team of Staff.
g) Experience in building and
sustaining diplomatic partnerships and alliances.
h)
Experience in managing executive dialogue at local, regional and
international levels.
i) Experience in championing corporate
transformation.
Knowledge
a)
Excellent knowledge of Tax Laws at national, regional and
international levels.
b) Excellent knowledge of the applicable
laws in Uganda.
c) Knowledge of the International frameworks
for domestic revenue mobilization.
d) Knowledge of the
applicability of international treaties and conventions.
e)
Knowledge of legislative processes in Uganda.
f) Knowledge of
the Planning and budgeting cycle as stipulated in the laws of Uganda.
g) Knowledge of the Domestic Resource Mobilization Strategy
(DRMS) and the URA Corporate Plan.

JOB
ROLE/ PURPOSE:
Carry out the statutory functions of the
Board Secretary as specified in the URA Act Cap.196 and set the
strategic direction for the Legal Services and Board Affairs
Department within the overall URA Strategic Plan to enhance tax
compliance and revenue collections.
PRINCIPAL
ACCOUNTABILITIES
1. Lead the planning,
budgeting, implementation and monitoring of the Legal Services and
Board Affairs (LSBA) Departmental initiatives in line with the URA
Corporate Plan
a) Lead and participate in the development of
the LSBA Departmental scorecard, annual procurement plans and budgets
in line with the URA Corporate Plan.
b) Supervise and
periodically report on the implementation and monitoring of the LSBA
Departmental scorecard.
c) Account and utilize the budget
allocated to the LSBA Department and implement resource optimization
interventions.
2. Set, maintain and improve LSBA service
quality standards in line with the URA Corporate Plan
a)
Lead and supervise the periodic review and reporting on the
performance and quality of services that the LSBA Department provides
to its internal and external clients in line with Client Service
Standards.
b) Set up and supervise the implementation of
mechanisms for the periodic review and improvement of the LSBA service
standards and Staff adherence to them.
c) Initiate and
supervise the development and implementation of mechanisms to address
complaints and other issues raised by Clients and stakeholders.
d) Enforce compliance with Service Level Agreements by the
Staff of the LSBA Department.
3. Lead the development and
monitor programs to improve the capacity, performance and productivity
of Staff in the LSBA Department to enhance the quality of their
service
a) Implement Staff welfare initiatives in line with
the Organizational initiatives.
b) Implement Staff Competence
based Learning and Development Programs.
c) Set performance
targets for all direct reports and track their performance,
identifying areas of improvement and agreeing on the necessary support
initiatives.
d) Account for the performance of the LSBA
Department against plan by documenting and presenting periodic
performance reports to Management and the Board.
e) Create and
continually enhance an enabling environment for all the LSBA Staff to
maximize their performance, innovation and creativity potential.
4. Develop, supervise the implementation, review and
improvement of LSBA systems and processes
a) Initiate and
supervise the implementation and improvement of mechanisms and
standards for internal and external communication in the LSBA
Department.
b) Champion the implementation of risk management
interventions in line with the law and URA Risk Management Policy.
c) Lead the periodic review and improvement of all the LSBA
Department business processes.
d) Initiate and supervise the
setting up/improvement of mechanisms for knowledge management in line
with the Departmental scorecard and Organizational knowledge
management framework.
e) Review and provide responses to the
recommendations of Internal Audit and Office of the Auditor General.
5. Develop and Monitor implementation of programs to
cultivate a high integrity culture among Staff in the LSBA Department
a) Develop and communicate the strategy to enhance Staff
integrity in the LSBA Department.
b) Implement compliance and
integrity enhancement interventions.
6. Carry out the
statutory functions of the Board Secretary as specified in the URA
Act, Board Charter and Corporate Governance principles
a)
Schedule and organize Board and Committee meetings according to the
agreed schedule.
c) Provide secretarial services,
communicate board decisions and follow up Board action points in
accordance with the URA Act and internal Policies.
7. Lead
LSBA Departmental initiatives geared towards improving voluntary
compliance
a) Supervise and participate in the provision
of legal defense for the Organization on all prosecutions and civil
legal suits related to URA, its operations and business.
b)
Lead the enforcement of tax debts for taxpayers that have failed to
comply with their respective tax obligations; in line with the Tax
laws and Debt Collection internal Policies
c) Streamline the
debt management processes.
d) Lead and participate in the
resolution of disputes using the Alternative Dispute Resolution
mechanism for settlement of cases.
e) Lead the enforcement and
recovery of costs awarded to URA.
f) Provide legal advice to
the Board and Management in line with the URA Act, Tax laws and other
relevant laws of Uganda.
8. Coordinate with Departments and
prepare proposals for the amendment of Tax legislations for submission
and discussion with the Ministry of Finance, Planning and Economic
Development
a) Advise Management and the Board on revenue
enhancing proposals for amendment of the relevant Tax laws.
b)
Engage and present proposed amendments to Tax laws to the Ministry of
Finance, Planning and Economic Development with Management.
c)
Interpret and issue guiding notes and opinions for the implementation
of Tax Laws and other relevant laws to the various URA Departments.
9. Establish strategies for managing key stakeholders for
the LSBA Department so as to sustain good working and productive
relationships
a) Develop and maintain a stakeholder matrix
for internal and external stakeholders.
b) Develop and lead
the implementation of strategies for sensitization of the relevant
stakeholders.
c) Attend strategic regional meetings and
establish good working relations with other Revenue Agencies for their
support whenever needed.
d) Monitor and evaluate the impact of
the various stakeholder engagements and establish areas for
improvement.
10. Delegated functions of the Accounting
Officer
a) Perform functions delegated by the Accounting
Officer which include but not limited to approval of Local Purchase
Orders, signatory to the URA Bank Accounts and as designated URA
authorized Officer for eTax system.
