The Opportunity

Abt Associates seeks a qualified Deputy Chief of Party (DCOP) to lead the anticipated five-year USAID-funded Strengthening Local Health Systems Activity in Uganda. The project aims to strengthen various aspects of Uganda’s health system, including health care financing (HCF), human resources for health (HRH), health management information systems (HMIS) and community health systems. The DCOP will demonstrate effective leadership as they assist the COP in management and implementation of the project throughout its life cycle. They will help ensure that the project meets the stated goals and reporting requirements, while complying with all USAID rules and regulations.

The Deputy Chief of Party (DCOP) will be providing technical and managerial support to the COP, assisting in areas including work planning, performance management, continuous learning, and technical assistance to government counterparts. This includes working closely with Abt’s home office, COP and project leads to develop work plans and monitor activity timelines of program activities at the local health system level in collaboration with program partners. You will be based in Kampala, Uganda and will report to the Chief of Party (COP). The position is contingent upon a project award to Abt Associates.

Core Responsibilities

  • Provide technical and managerial support to the COP, assisting in areas including work planning, performance management, continuous learning, and technical assistance. This includes working closely with Abt’s home office, COP and project leads to develop work plans and monitor activity timelines.
  • Provide substantive involvement regarding development of technical management and oversight for the accomplishment of the objectives of the activity including the supervision of project technical leads. 
  • Support reporting, update and implementation of the technical strategies, identifying technical assistance needs, and mobilizing required technical resources and staff. Responsible for harmonizing the objectives of the activity specifically ensuring effective complementary and efficient implementation. 
  • Lead and oversee all technical assistance, including those delivered by subcontractors and grantees, across the priority technical areas.
  • Contribute to the development of the Activity Monitoring, Evaluation and Learning Plan (AMELP)
  • Support a culture of learning and adaptive management by contributing to data analysis and applying key learnings from knowledge generated to adapt program activities as appropriate. 
  • Together with the COP, serves as a senior manager to ensure activities are in compliance with USAID rules and regulations and activities meet program targets.
  • Supervise the sr. technical team composed of experts in local health systems in Uganda
  • Work closely and maintain positive relationships with USAID officials, implementing partners, regional organizations, and other stakeholders in support of activity goals.
  • Provide guidance and training to managers and staff to achieve activity objectives and intermediate results. 

What We Value

  • Master's degree or higher in medicine, public health, health policy, public administration, international development or related field.
  • At least 10 years of experience working within HRH, health financing, community health systems, and/or HMIS with an in-depth understanding of the Uganda health system especially the challenges at subnational level.
  • At least 5 years of experience leading complex USAID or other donor-funded projects, preferably in Uganda.
  • Demonstrated technical expertise in advancing health systems
  • Advanced written and oral communications skills. Must be adept at writing and editing quarterly and annual reports for donor, internal, and external program stakeholders.
  • Strong relationship management skills, with demonstrated experience successfully managing relationships with donors and other internal and external program stakeholders and partners.
  • Demonstrated ability to implement successful performance management systems.
  • Excellent writing skills required.
  • Excellent organizational, interpersonal communication, and computer skills.
  • Fluent in written/spoken English.
