Full Job Description

Oxfam in Uganda started work in the 1960s delivering development and humanitarian support as part of the Oxfam confederation, a global movement of people fighting to end inequality and injustice. In Uganda, our work is guided by the Country Strategic Framework (2021-2030), organized around four themes: Governance and Accountability, Resilient Livelihoods, Humanitarian preparedness and response and Gender Justice and Women's Rights. All the themes work towards influencing policy and practice, youth and women empowerment, inclusive participation in decision-making at various levels, and capacity strengthening of national and local actors.

Key Responsibilities and Accountabilities    

 

Cash & Bank Management :

  • Processing bank payments through online banking system in line with the policies and procedures
  • Processing all cash payments through the beyonic payment system
  • Preparing payment requests for statutory deductions, replenishments ,etc
  • Preparing  payment vouchers and receipts for all cash received
  • Ensuring weekly reconciliations of the cash account by maintaining  an updated cash book & carrying out weekly cash counts.
  • Ensuring safety of cash by effective management of the cash safe .
  • Monitoring the bank account statements to ensure that all receipts are recorded and all bounced payments are timely processed

 

Payments, Expenses and Payables:

  • Ensuring timely payment of statutory returns & staff salaries
  • Generating and sharing withholding tax certificates with service providers
  • Following up on any outstanding balances on service provider statements
  • Sharing weekly proofs of payment with various stake holders
  • Ensuring adherence to internal controls
  • Receiving & registering payments both from field & Kampala office.

 

Accounts receivables’ management:

  • Maintaining a soft copy cash book for all beyonic transactions & reconciling it on a weekly basis.
  • Maintaining a monthly journal to monitor & track all staff advances.
  • Receiving all staff accountabilities while ensuring safe custody  of documentation  by ensuring that they are registered in the accountability book & immediately filled.

Filing:

  • Ensuring  systematic & proper hard copy & soft  filing of all finance documentation.
  • Retrieving documents as & when requested.
  • Stamping finance documents with Stamp paid & received.
  • Ensuring that all hard copy files are well serialized for easy retrieval of documents

Audit Support:

  • Supporting  the review of documentation during audit
  • Responding to any arising querries from audit

Monthly financial reporting:

Technical Skills, Experience & Knowledge
  • Relevant academic qualifications in Accounting, financial management, commerce, economics and/or professional accountancy qualification or equivalent
  • Experience in providing a range of finance support services ideally in the NGO or public sector (job specific)
  • Ability to analyse accounting processes and identify practices and procedures that require correction or modification.
  • Significant knowledge and experience of all core financial management activities, including accounts payable, cash management, budget development, statutory requirements (particularly related to Ugandan standards) and standard accounts
  • Good team playing and building skills
  • Commitment to Oxfam's philosophy, aims and policies (especially gender relations)
  • Working at community level and with NGOs
  • Self-confidence, maturity & ability to co-operate with a wide variety of people
  • Ability to work on own initiative & under pressure and to meet deadlines
