World Vision Uganda (WVU) is a Christian relief, development and advocacy non-government organisation dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in 43 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection. Position:         Infrastructure and Cyber Security Engineer (Re-Advertised)

Report to:     ICT Manager

Purpose of the position:

A Cloud Services and Cybersecurity Engineer is responsible for working in a mixed on-premise and cloud servers and services environment. The responsibility of the individual is to manage, maintain and identify different systems to support business operations in line with the GTD Policy.
 
The incumbent is tasked with the design, implementation, support and maintenance of cloud services and cloud-based information systems. S/he is the primary focal point in the effective operation of messaging, collaboration, enterprise, and ministry IT solutions for the NO.  S/he is required to work closely with the Head of IT & Digital to implement proactive approaches to monitoring and reporting on cloud services that maximize uptime, reliability, and visibility. 

Key Outputs/Responsibilities.

Develop, monitor and implement Server and Cloud Infrastructure for WVU

• Designs, deploys, reviews, and maintains new, modified or enhanced system hardware and software components or services.

• Develops terms of reference for new cloud systems based on customer requirements to determine service and systems specifications, input/output processes and working parameters for hardware/software compatibility.

• Evaluates, and implements new technologies, and integrate systems into the computing environment.

• Monitors the design, development, documentation and implementation of new systems to meet business requirements.

• Monitors the implementation and rollout of services and systems initiated by the global team.

• Monitors system-operating capacity in terms storage, memory and CPU utilization; reviews performance and control reports.

• Develops, maintains, recommends, documents and supports tools and backend utilities to provide capacity planning management.

Develop, monitor and implement measures to secure WVU information systems

• Monitors the legal and regulatory environment for developments that impact WVU’s information security

• Proposes required changes to IT policies and procedures to maintain and improve on WVU’s information security

• Works closely with IT and development teams to design secure infrastructure solutions and applications, facilitating the implementation of protective and mitigating controls.

• Monitors the implementation of cybersecurity programs aimed at identification, management and remediation of threats to improve the cysbersecurity posture.

• Assesses potential items of risk and opportunities of vulnerability in the network and on information technology infrastructure and applications

• Reviews risk assessments, analyzes the effectiveness of IT control activities, and reports on them with actionable recommendations.

• Performs security reviews, makes security recommendations and implements ongoing system updates to ensure the latest security best practices are being followed

• Implements and monitors Identity and Access Management; creating and maintaining user access to systems, servers, and files.

• Manages user access to, systems, servers, and files; administers the setup of new profiles, creates and updates access permissions and maintains user accounts.

Monitor and support the resolution of customer and equipment faults 

• Provides support for server and cloud services issues for the user community.

• Provides documentation, training, and guidance to IT clients

• Provides responsive support for problems found during normal working hours as well as outside normal working hours.

Develop, monitor and implement a disaster recovery plan for WVU

• Develops disaster recovery plans for systems and services to ensure adequate response and minimal disruption to operations when disasters happen.

• Develops and maintains the disaster recovery documentation, aligning procedures to best practice, least downtime, and current context.

• Monitors and tests disaster recovery readiness periodically to validate suitability and practicality of the DRP

Initiate, monitor and evaluate WVU’s relationships with system vendors

• Works with vendors to resolve problems relating to cloud services

• Monitors services provided by vendors to ensure service levels meet agreed levels.

• Evaluates vendor solutions to ensure compliance with requirements and cost-effectiveness.

• Initiates vendor change requests when contract requirements are not being met.

Qualifications: Education/Knowledge/Technical Skills and Experience.

• Minimum 5 years' experience as a Network administrator - 2 of which is working experience on advanced network, cloud and/or systems.

• Demonstrated proficiency and experience working with some or all of the following: Azure, Amazon Web Services (AWS), Linux (CentOS and Red Hat), Microsoft Windows (Server and Workstation), databases (Oracle, MySQL), web services, internet protocols,

• Network Attached Storage (NAS) and Storage Area Network (SAN) systems, DNS, DHCP, O365

• Comprehensive understanding of web systems and related infrastructure including tools for remote deployment (BigFix)

• Experience managing common security controls (IAM, Least Privilege, Firewall, Patching, Antivirus, etc.)

• Experience using virtualization platforms, such as VMware, VSphere, and Microsoft Hypervisor

• Ov er 5 y ears of re le va n t tech n ica l or bu sin es s w or k experience

• Good customer service skills and experience

• Effective in written and verbal communication in English

• Exceptional analytical and troubleshooting skills for solving problems.

• Able to work under tight deadline and cope with pressure

• AWS Certification preferred (AWS Certified SysOps Administrator)

• Microsoft Certified Solutions Expert (MCSE): Cloud Platform and Infrastructure

• Microsoft 365 Certified: Enterprise Administrator Expert

• Virtualized systems design and deployment
