Job Overview:
We're seeking a highly skilled Microsoft 365 Security and Compliance Specialist to ensure our organization's data integrity and adherence to industry standards. This role will be pivotal in developing and maintaining a secure Microsoft 365 environment by implementing robust compliance protocols.
Key Responsibilities:
- Security Configuration:
- Configure and manage Microsoft 365 security features (Azure AD, Microsoft Defender, Conditional Access, etc.).
- Design and enforce security policies to minimize risks.
- Compliance Management:
- Implement compliance strategies for GDPR, HIPAA, CCPA, and other relevant regulations.
- Maintain and audit compliance policies across all Microsoft 365 services.
- Data Protection:

- Experience with regulatory compliance frameworks (GDPR, HIPAA, etc.).

POSITION IN THE ORGANISATION
Reports to : Company Representative and advises the Security Lead Lot 1 (Uganda) on all security related matters pertaining the EACOP project in Uganda.
MISSIONS / JOB DIMENSIONS
Mission: Overview of security matters for all the field, office operations and any other project locations of the EACOP operation area.
ACTIVITIES
Assist Security Lead Manage security programs including Community Security Vigilantes, incident response to ensure the safe conduct of operations and activities at the Project Site. To interface between Company and main Project contractors’ security managers. To liaise with Government Security Forces, support personnel and regularly meet with the different Police and Army Commanders along the Pipeline Districts to review security status, concerns and implications to the Project as a whole. To liaise with affected communities to ensure that their security concerns are understood and addressed.
Main accountabilities
· Advises the Project Site Representative in all related-security matters.
· Support full implementation of the Security plans by the site Security coordinators.
· Supports implementation of security policies, procedures and plans for the company security arrangements.
· Liaises with Government Security Forces, Agencies, parastatal and local institutions, and communities on security matters.
· Support interfaces with shareholders’ and contractors’ security organization to ensure a coordinated approach according to Company security rules and guidance.
· Develops accurate security information that will ensure Company readiness to handle emergency situations.
· Support emergency response and crisis management plans including evacuation and business continuity plans.
· Conducts security risks and vulnerability assessments for all existing and new assets and operations.
· In conjunction with other present stakeholders and the site security Advisors, organizes Project and community intelligence network and monitors its implementation.
· Remains in constant liaison with Community Liaison Officers and ensures strategic surveillance network
· Conduct Security Risk Assessments (SRA) for community security concerns and ensure these are understood and incorporated in Project and Corporate SRA and Security Plans which might affect community security.
· Investigate community grievance raised through company grievance mechanisms which relate to private or public security services in relation to the project or company.
· Monitors and responds to diverse security Challenges both internal and external as they affect the Company.
· Complies with Health, Safety and Environment policies and procedures.
· Supports the Security Coordinator. Writes periodic reports.
· Assists in the definition of specific security infrastructure requirements if requested.
· Participates in the pre-commissioning activities before any security validation to go further.
· Attends to any other duties assigned by Management from time to time.
CONTEXT AND ENVIRONMENT
· Both field and office based to support project activities scattered along the pipeline right of way across the various hubs of operations. This requires significant travelling across the districts of interest with minimal supervision, and the need for innovative mechanisms to effectively cover the area of interest.

• At EACOP sites and offices, manage security programs, including security staff management, and incident response to ensure the secure conduct of EACOP operations and activities;
RequirementsREQUIRED PROFILE
Bachelor’s degree in security management, International Relations, Criminology, Political Science, Risk Management, or a related field.
· Minimum 5-7 years of experience in security (Private Security Company, Army, or Police)
· Professional security certifications are highly desirable, such as: CPP (Certified Protection Professional), PSP (Physical Security Professional), Risk Management or HSE-related certifications
· Experience with security in industrial facilities management.
· Experience with security in Project management.
· Ability to write and review security procedures, SOPs, and reports.
· Computer literate

Job Description
The Horn of Africa continues to face recurring violent conflict, political instability, and fragile peace. In countries like Sudan, South Sudan, Somalia, Ethiopia, Kenya and Uganda, women and youth are often the most disproportionately affected by cycles of violence. Years of conflict in the region have resulted in deaths, injuries, destruction, loss of livelihoods, and displacement of population from the region. The conflict in Ethiopia (2020-2022), and tensions in other parts of the country expose women to sexual violence, and displacements or the population. In South Sudan, prolonged conflict has made the country one of the most dangerous places for women in the world. Youth and young children are recruited in the military and militia to fight alongside adults. Cultural norms and conflict-related trauma limit youth and women's voice in decision-making processes. A study carried out by AFSC in 2022/2023 revealed that the several countries in HoA are embroiled in internal conflict whose history, magnitude, and destabilizing impacts vary. While Somalia is struggling to recover from collapse, South Sudan, is ‘enjoying unstable’ peace having come from devastating civil wars only recently. The northern regions of Ethiopia around Amhara and Afah still face some threats from militias and the Federal government struggle to control the situation leading to confrontations and loss of lives. Whereas the study was comprehensive on the peace and conflict situation in the region, the conflict landscape has shifted since. Other than the armed conflicts, the countries are marked by political volatility, contested elections, civil unrest among others. The upcoming elections in countries such as Ethiopia, Somalia, South Sudan, Uganda, (2026) and Kenya (2027), present critical opportunities to shape the future of peace and governance, with the opportunity to harness the youth potential. Despite representing the majority demographically (70%), youth across the region continue to face systemic exclusion from formal political, electoral and peacebuilding processes. Many young people are sidelined in party structures, lack access to civic education, and are often viewed as instruments of mobilization rather than legitimate political and peace actors. Structural barriers such as unemployment, limited access to technology, and repressive regime, further hinder their participation. As these countries approach pivotal elections between 2026 and 2027, there is growing urgency to recognize and empower youth (both men and women) not only as voters, but as leaders, peacebuilders, and agents of democratic transformation. br>The youth-led uprising in Kenya commonly referred to as the Gen Z protests and the subsequent youth mobilization in Uganda in 2024 have highlighted a growing regional demand for accountability and inclusive governance. Across the Horn of Africa, young people are increasingly vocal in their calls for justice, transparency, and structural reform. These movements underscore the urgency of meaningfully integrating youth voices, needs, and contributions into governance and peacebuilding processes. Without addressing the unique aspirations and grievances of young people, peace efforts risk being partial, unsustainable, or disconnected from the realities of the majority population, thereby perpetuating cycles of instability and violence.
At the same time, growing global connectivity has empowered youth in the region to use technology as a tool for mobilization and civic engagement. In countries such as Ethiopia, Kenya, and Sudan, where shifts in governance have taken place, youth-led civic movements have been significantly driven by access to digital platforms. Conversely, in South Sudan, deep digital exclusion due to poor infrastructure, conflict-induced displacement, and limited digital literacy outside urban centers has constrained online mobilization. Somalia, while witnessing increased digital uptake, continues to face a significant digital divide that limits widespread youth activism online. Despite these challenges, the region has seen a sharp rise in the use of mobile phones, social media, and digital applications for civic engagement and peacebuilding. Platforms such as TikTok, X (formerly Twitter), Facebook, YouTube, and messaging apps have radically transformed how young people access information, organize, and participate in political life. Digital activism is on the rise: in Kenya, for example, the 2024 #RejectFinanceBill2024 movement mobilized thousands of young people across the country through social media, coordinating nationwide protests against the proposed bill. In Ethiopia, Sudan, and Uganda, youth are increasingly using online spaces to assert agency, shape national conversations, and demand reform.
However, this digital momentum is not without obstacles. The civic space continues to shrink due to increased online surveillance, hate speech, misinformation, internet shutdowns, and unequal access to digital technologies, especially for youth in rural and low-income settings. This raises a critical question for the region: How can we harness technology and youth agency to enable meaningful, sustained participation in peacebuilding processes?
1.1. Horn of Africa Joint Project between AFSC and AACC
The American Friends Service Committee, Ethiopia program, the Salama Hub, and All African Conference of Churches, AACC, are in a consortium on a project titled “Transforming Lives through Evidence-Based Advocacy and Campaigning for peaceful Change, Continuation”, 2024-2026 implemented in the East and the Horn of Africa countries Djibouti, Ethiopia, Eritrea, Kenya, Somalia, South Sudan, Sudan, and Uganda. This consortium started in 2021 and aims to ensure that African civil societies interact efficiently with institutional stakeholders in Africa, Europe, and America for peace and stability in the Horn of Africa region. It exists to make a significant contribution by equipping Civil Society Organizations and Faith Based Organizations in the Horn of Africa region with evidence through research and skills to positively influence conflict situations as well as policy development, thereby contributing to peace. The consortium joint work is in its second phase of a three-year planning cycle that runs from January 2024 to December 31, 2026.

AACC (All Africa Conference of Churches) is a continental ecumenical body that accounts for over 200 million Christians across the African continent. AACC is the largest association of Protestant, Anglican, Orthodox, and Indigenous churches in Africa, and a member of the worldwide ecumenical network. As an ecumenical body, AACC is a fellowship of 214 members comprising of Churches, National Christian Councils (NCCs), theological and lay training institutions, and other Christian organizations in 43 African countries. With eleven programmatic focus area, our current strategy ensures that churches and other Christian institutions in Africa significantly contribute to the realization of the Continental and Global sustainable development agendas such as the 17 SDGs and the AU Agenda 2065: "The Africa we Want."
2.0 The Assignment
AFSC intends to engage a consultant to carry out a concise study that will provide the current peace and security trends in the Horn of Africa, over the last three years, utilizing the youth lens. The assignment aims to ensure that AFSC has the most up to date information on the current conflict dynamics that clearly capture youth potential in preventing and exacerbating these conflicts in HOA region.
2.1 Approach
The consultant will be expected to identify the research sources, collect data from these existing and up to date sources, targeted primary data (for a case study in Kenya), analyze the data and present the findings. The approach will be desk literature review and targeted primary data collection.
2.2Scope of the Study
The scope of the study will bethe Horn of Africa (IGAD Countries), namely – Ethiopia, Djibouti, Eritrea, Kenya, South Sudan, Sudan, Somalia and Uganda). < r>3.0 Goal of the study: This study covers the following:
Examining the current peace and security trends (including future) in the region (HoA), as at AFSC 2023 study.
dentifying how the youth agency, according to the Youth, Peace, and Security agenda under the UNSCR 2250 (2015) could be harnessed in peacebuilding and democratic participation, especially in resolving the current and possible conflicts that may arise during elections. (Consider the use of technology, challenges such as access disparities, digital repression, disinformation among others.
3.1 Objectives
Examine the current peace and security trends in the region, over the last three years, (triggers, current and future trends –factoring in upcoming elections and make recommendations for sustainable peace. < r> T examine the enablers and barriers for effective youth participation, peacebuilding and civic engagement.
To assess how youth agency could be utilized for meaningful participation in peacebuilding and civic engagement through various mechanisms including leveraging technology.
To come up with a case study of causes of youth uprising in Kenya and how their energies could be harnessed for peacebuilding and civic engagement.
Recommend strategies for the inclusion of youth for meaningful participation in peacebuilding and civic engagement.
3.2 Deliverables
At the end of the assignment, it will be expected that
A report on current peace and security trends in the Horn of Africa, over the last three years (triggers, current and future trends), and ways to harness youth agency for meaningful participation in peacebuilding through various forums and mechanisms.
A clear case study of Kenya to inform the policy in the region.
Recommendations and policy ask to harness youth agency for meaningful participation in peacebuilding and civic engagement.
Recommendations for advocacy in different policy spaces to harness youth participation in peacebuilding and civic engagement.
4.0 Duration of the assignment
This assignment will be conducted and completed within 30 consultancy days spread in August and half of September. The days will be allocated on the following basis, 1 day inception meeting, 2 days inception report writing and tools preparation for the case study, 20 days primary data collection and literature review, data analysis 2 days, 2 days report writing and substantial editing, 1 day presentation to AFSC for comments, 1 day validation to few staff and partners, 1 finalization and proof reading.
4.1 Desired qualifications
The preferred candidate should possess postgraduate qualifications in a relevant discipline such as political science, law, international relations, or other social sciences.
A minimum of seven (7) years of experience in analysing complex conflict contexts, with a demonstrated understanding of the role various actors play in either advancing or mitigating conflicts.
Extensive regional experience in the Horn of Africa, with demonstrated insight into peacebuilding mechanisms, fragility dynamics and local governance systems,
An in-depth understanding of the conflict drivers in the Horn of Africa, including political, economic, and identity-based factors influencing regional stability.
A strong track record in conflict analysis and political economy assessments, particularly in volatile or post-conflict environments.
Proven experience working with young people in the Horn of Africa, with a nuanced understanding of both their potential and vulnerabilities in civic, political, and peacebuilding processes.
Demonstrated research and strategic analysis expertise, with a proven ability to deliver concise, policy-relevant studies that inform programming and decision-making.
A well-grounded understanding of the youth in Kenya.
Strong capability in multi-stakeholder engagement and systems thinking, enabling effective interaction with actors across levels from grassroots youth groups to institutional decision-makers.
Prior experience conducting similar regional assignments, preferably within peacebuilding, governance, and youth engagement domains.
4.2 Key skills and competencies
Proven expertise in geopolitics and political economy analysis, with strong capabilities in risk assessment, identifying conflict drivers, and mapping power dynamics in fragile and conflict-affected settings.
Excellent communication skills, demonstrated through the authorship of high-impact policy documents and the facilitation of high-level forums and dialogues.
Highly self-driven and dependable, with a consistent ability to work independently and deliver quality outputs within strict deadlines.
Exceptional analytical capacity, with a strong track record of synthesizing complex political, economic, and social data into actionable insights that inform strategy, programming, and decision-making particularly in the areas of peacebuilding, governance, and inclusion.
