**JOB SUMMARY**
Manages the daily functions of the department to ensure protection of property assets, associates, guests and property. Maintains logs, certifications and documents required by law and Standard Operating Procedures. Trains staff in established emergency procedures and implements accident and fire prevention procedures. Position focuses on ensuring guest and associate satisfaction while achieving the operating budget.
**CANDIDATE PROFILE**
**Education and Experience**
- High school diploma or GED; 4 years experience in the security/loss prevention or related professional area.
OR
- 2-year degree from an accredited university in Criminal Justice or related major; 2 years experience in the security/loss prevention or related professional area.
**CORE WORK ACTIVITIES**
**Managing Security/Loss Prevention Operations**
- Assists the Director of Engineering in administering fire prevention programs and emergency preparedness.
- Conducts hazard and risk assessments at the property to include quarterly OSHA/SAFETY audits, incident tracking, and the hazard abatement process.
- Develops detailed "shut down" procedures for the property to ensure that all areas are secured at the appropriate times.
- Comply with applicable federal, state and local law and safety regulations.
- Follow proper key control guidelines in loss prevention and in the property.
- Develop a monthly checklist for all cctv equipment, alarmed doors, and duress alarms to ensure that they are fully functional.
- Incorporate into patrols, which encompass all areas of the property's interior and exterior, an inspection tour of recording system.
- Follow Duty of Care process for the protection of guests and associates.
- Follows up on all unusual activities in and around the property that would impair the well being of guests and associates.
- Handles complaints, settling disputes, and resolving grievances and conflicts, or otherwise negotiating with others.
- Implements action plans to monitor and control risk.
- Monitors all unusual activities in and around the property that would impair the well being of guests and associates.
- Oversees all loss prevention operations to include but not limited to patrol process, emergency response, investigations (initial & follow up) for all guest and associate related incidents, shipping and receiving process (makes recommendations for improvement), electronic key system and manager on duties responsibilities.
- Oversees and guides the efforts of the Accident Prevention Committee.
- Oversees first aid program for guests and associates.
- Oversees the claims process and protects company assets by closely monitoring the General Liability and Worker's Compensation cases.

- Communicates the importance of safety procedures, detailing procedure codes, ensuring associate understanding of safety codes, monitoring processes and procedures related to safety.
- Emphasizes teamwork, close working relationships with other departments and assertive hospitality to serve as a deterrent to crime.

- Inspects and critiques the performance of the loss prevention department to establish and maintain a high level of professionalism and customer service.
- Provides services that are above and beyond for customer satisfaction and retention.
**Conducting Human Resources Activities**
- Completes associate performance reviews in a timely manner.
- Enforces brand Standard Operating Procedures through documentation efforts.
- Train all associates on the four parts of OSHA.
- Train all new hires on loss prevention policies and procedures.
- Establishes a training program to routinely train the loss prevention department and other property departments on topics related to safety and security.
- Oversees all investigations for incidents related to both guests and associates.
- Trains officers to ensure that they report and document all safety hazards and improper lighting to the appropriate departments through the property work order system.

- Analyzes information and evaluating results to choose the best solution and solve problems.
- Develops liaison with local law enforcement and emergency services.
- Informs and/or updates the executives, the peers and the subordinates on relevant information in a timely manner.

Q-Sourcing Limited trading as Q-Sourcing Servtec is a manpower management solutions firm operating in the East African Region in the countries of Uganda, Kenya, Tanzania, Rwanda, and South Sudan.

 On behalf of our client EACOP , we are looking for a competent, skilled, and experienced Mechanical / Rotating and Static Equipment Specialist to work in Uganda

MISSIONS / JOB DIMENSIONS

The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 3.6 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries. The EACOP project development comprises of the detailed engineering, construction, operation and maintenance of the corresponding facilities.

The contracting strategy entails 9 main packages (EPcm, EITS, Thermal Insulation, Line-pipes, LLIs POs, AGI stations, Pipeline and Marine Terminal – MST, and PV Farms) to be executed through 15 to 18 different direct main contracts. An EPcm contractor will be in charge of Detailed Engineering, Procurement and construction management support interfacing will all other contractors for the project.

EACOP direct personnel, including partners’ secondees, mobilized in UK, Tanzania and Uganda will be more than 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, contractors inclusive, who will be mobilized across the various sites for construction activities.

Activities

·    Responsible for reviewing, implementing, assure and Control Mechanical installations on site in line with international standards, including (but not limited to), Structures, Piping, Static and Rotating Equipment.

·    Directly supporting EACOP & the CONTRACTORs ensuring delivery of the pipeline and associated AGI, MST facilities and EITS infrastructure are on-time and to budget.

·    Implement, use, and communicate safe work practices on and off the Project Sites.

·    Mentor exemplary behaviour regarding Project H3SE policy.

·    Support CONTRACTOR Construction Engineering in accordance project requirements and procedures.

·    Assist CONTRACTOR for the correct interpretation of the drawings, providing support in the solution of technical problems.

·    Along with Field Engineering, check CONTRACTOR method statements and work procedures.

·    Coordinate and monitor work fronts to achieve project schedule and progress objectives.

·     Ensure that all equipment (static and rotating) is stored (Preventive maintenance prior to and during erection) maintained, installed, tested and commissioned in accordance with the applicable codes, specifications, drawings and mechanical vendors documents.

·    Together with the Site Quality Manager, coordinate the required inspections and testing ensuring that hold points of the ITPs are witnessed.

·     Validate equipment lifting and transportation studies.

·    To monitor the mechanical site vendors in term of: Cost, schedule, achievement, performance.

·    Coordinate problems and solutions between site Construction Contractor, the field engineers and the mechanical site vendors.

·    Analyse additional work and modifications to determine the cause and propose the solution to be implemented.

·    Manage work acceptance operations and follow-up of the punch lists.

·    Ensure that the completion, the validity and traceability of documents included in the Construction

·    Contractors as built documents are checked.

·    Assist the Pre-op and Commissioning group.

·    Ensure that the equipment’s are followed as per the Manufacturer recommendations.

CONTEXT AND ENVIRONMENT

·    The EACOP project includes a 1445km 24in main oil export pipeline, 8 above ground facilities [AGI: including 6 pumping stations (PS-1 thru 6) and 2 pressure reduction stations (PRS-1 and 2)], a green field Marine Terminal (MST) with an export jetty and Load Out Facilities (LOF) and a series of main line block valves (MLBV) and a long line heat trace (LLHT) heating system. Approx. 150km of feeder lines from Upstream facilities from Tilenga and Kingfisher fields will tie-in to the EACOP project. EACOP is developing the Tilenga Feeder line on behalf of the Tilenga Project. The EACOP Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment;

·    Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of Tanzania agreed to develop EACOP project in a fast-track mode. The project is aiming at a Ready for Start-up (RFSU) schedule not later than 39 months after FID;

·    The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing;

·    In the current context of low oil price, the project needs to be developed with low CAPEX & OPEX to support the economics and enable FID while maintaining the technical quality of the installations, with high H3SE requirements and focus.

·    Job Location: The position will be based at Job Site Location in Uganda with temporary mission abroad to follow piping & Steel structural prefabrication up the end of 2025.

ACCOUNTABILITIES

·    Review validity of any Contractors extra works request and pay particular attention to the supervision of the relevant activities.

·     To ensure compliance with the applicable codes, practices, policies, performance standards, and specification.

·    Assist QS for measure the physical progress of the works in charge on a daily/weekly basis for progress report issue.

·    Make sure that the Contractor submits his daily reports regarding equipment and manpower and carefully check that information is correct and comply with the agreed procedures.

·    Proactively undertake and promote the use of behavioural and incentivised HSE work programmes, and campaigns

·    Ensure all quality control checks and tests are instigated, with records maintained and available as required, all in accordance with contractors agreed ITP, method statements and project specifications

·    Ensure contractors follow approved procedures, plans and method statements.

·    Ensure the most current design documents are used to complete the work and that all design changes are approved prior to implementation.

·    Ensure that all construction milestone dates are completed as scheduled.

·    Ensure that all construction activities meet quality and workmanship standards

·    Ensure required permits are in place prior to the start of the work at site.

·    Prepare reports and forecasts, including summary of construction progress.

·    Coordinates activities with other disciplines or areas, as instructed by project management.

Requirements

QUALIFICATIONS AND EXPERIENCE REQUIRED

•    Bachelor’s Degree in Mechanical engineering, Metallurgical Engineering or relevant qualification combined with extensive field

•    A minimum of 5 years greenfield site construction experience in Oil & Gas or Hydrocarbon projects

•    A minimum of 5 years as Mechanical Superintendent.

•    Competency within industry applications such as MS Office; Word, Excel, PowerPoint, Visio

•    Strong knowledge of mechanical installation and alignment.

•    Strong technical knowledge of Mechanical communication protocols and architecture.

•    Knowledge of related industry Codes and Standards – API (610, 617, 618, 682, etc.), ANSI (B73.1, B73.2, Sec XX B16.5, B31.1, B31.3)

•    Demonstrate proficiency in the interpretation of engineering drawings, plans and specifications.

•    Understanding of critical path and key milestones within the construction planning programs.

•    A high focus on identifying and meeting the key project deliverables and objectives

•    Advanced written and spoken English.

•    Effective leadership, communication, negotiation, problem-solving, planning and organizational skills for managing multiple tasks.

•    Previous experience working with multicultural contractors' and reporting their performance.

•    Autonomous, self-motivated, and flexible with the ability to adapt quickly to change or shifting priorities.
