Background and purpose
br>The Government of Uganda in 2005 operationalized the externalization of labour programme as a short-term intervention to provide Ugandan youths with opportunity to seek employment abroad. In this regard, the Ministry of Gender, Labour and Social Development is responsible for promotion of fair recruitment of Uganda Migrant workers through licensing of Private employment Agencies, and accreditation of institutions which provide pre-departure orientation and training to migrant workers.
Many Ugandan migrant workers have migrated to the Middle East, with some being engaged in occupations other than domestic work. Migrant domestic workers from Uganda undertake a mandatory 14-days predeparture orientation and training. However, the current curriculum does not adequately consider training for job categories other than domestic workers. As a result, some migrant workers have faced several challenges including contract substitution, unfair salary deductions, non-payment of wages, confiscation of personal documents, working long hours, no rest day, sexual harassment and other various labour rights violations.
In order to appropriately prepare all migrant workers, there is need to develop a comprehensive pre-departure orientation and training curriculum. This will also entail having an assessment and certification for trained migrant workers, the development of a ‘Migrant Workers Information Handbook’ and the need to conduct Training of Trainers (ToT) for trainers on the curriculum to ensure effective dissemination and execution of the developed curriculum.


Scope of work

The overall objective of this assignment is to expand the scope of the predeparture orientation and training program for migrant workers by providing migrant workers with essential skills, knowledge, and resources to ensure their successful integration into foreign labour markets and to promote their welfare and protection.
More specifically,


o ensure that the content of the existing Pre-departure Orientation and training materials are comprehensive enough to cater for migrants in different occupations and reflect current trends and best practices in migration governance in accordance with national and international standards.
Develop migrant workers information handbook.
To enhance the delivery methods and materials to ensure they are engaging, accessible, and effective for all participants.
Based on the revised Predeparture Orientation and training materials provide Training of Trainers.


Detailed tasks

Needs Assessment


Conduct an in-depth analysis of the current pre-departure training landscape in Uganda.
Identify gaps and challenges in the existing orientation programs and compare with good practice countries.
Conduct a stakeholder’s consultative workshop to engage participants from government agencies, migrant workers, training institutions, private employment agencies and employers, to gather insights at both National and regional level to provide their insights. < r>
Curriculum Development


D sign a comprehensive curriculum covering legal rights, cultural practices, financial literacy, and health and safety.
Integrate modules on communication skills, stress management, and conflict resolution.
Ensure the curriculum is adaptable to various destination countries.
Conduct a validation workshop at the National level incorporation stakeholder’s input for the final curriculum development document. < r>
Training Delivery


D velop training materials, including migrant workers handbook, manuals, videos, and interactive tools.
Establish partnerships with local training institutions and NGOs to facilitate program delivery.
Conduct pilot training sessions and collect feedback for program refinement.
Conduct TOT for trainers.

Monitoring and Evaluation


Implement a robust monitoring and evaluation framework to assess program impact.
Adjust and improve the training program based on feedback and outcomes.


Expected deliverables

The estimated required number of days is 40-45 days within the period of four months
Inception Report- 1 week from signing of the contract
A detailed report summarizing the findings of the review and analysis, including identified gaps and recommendations for improvement as well as stakeholder consultation. 4 weeks from signing of the contract.
A draft version of the revised Predeparture Orientation and Training Program, including updated materials and delivery methods. 8 weeks from signing of the contract.
A report summarizing the results of the pilot testing phase, including feedback from participants and recommendations for final adjustments. 11 weeks from signing of the contract
A comprehensive and finalized version of the revised Predeparture Orientation and Training Program, ready for implementation.

15 weeks from signing of the contract
Migrant workers handbook. 18 weeks from signing of the contract
Assessment tool for each training module developed that will guide the certification process. 18 weeks from signing of the contract
Training report from the TOT. 18 weeks from signing of the contract
Reporting arrangements

The consultant will report to the Commissioner for Employment Services – MGLSD and work closely with the Head Counselling and Guidance – Focal point personnel and the ILO project technical focal point personnel to oversee the progress of work done.

Det iled qualifications, experience and skills required


Master's degree in Migration Studies, Labour Economics, Social Sciences, Public Policy, International Relations or related fields.
More than 10 years’ experience in labour migration, employment policy, or reintegration programming. < r> P oven track record in developing national frameworks, strategies, or policies.
Strong knowledge of Uganda’s labour migration context and international frameworks (e.g., ILO, IOM, AU frameworks). < r> E cellent analytical, facilitation, and writing skills.

Prior experience in developing and assessing donor projects will be an added advantage.
The submitted proposal from the prospective consultants will be evaluated as per the criteria set below.
Evaluation Criteria/profile of a consultant
Maximum score
A minimum of advanced university degree in Migration Studies, Labour Economics, Social Sciences, Public Policy, International Relations or related fields 10
Proven experience in carrying similar assignments before (within the last 5 years) verified by specific description in his/her profile and sampled work annexed.
The focus will be on relevance, reporting skills and quality of past work and nature of clients and topics covered. 20
Clear understanding of pre-departure training especially in the Ugandan context. 5
Applicant demonstrates (via submitted technical proposal) their clarity on understanding the objectives and scope of the assignment through detailed descriptions of the assignment its objectives and relevance to the intended 20
Methodology for undertaking a needs assessment, consultative processes and approach, and analytical framework. 10
Methodology for development of the curriculum 15
Methodology for delivering a Training of Trainers, and using the ToT findings to finalise the curriculum 15

A lump-sum contract will be offered based on experience and prevailing national consultancy rates. Payment will be made in three instalments upon satisfactory completion of deliverables as follows;


20% upon submission of an acceptable Inception Report – Deliverable 1 < r> 4 % upon submission of the updated pre-departure orientation and training curriculum – Deliverables 2, 3 & 4 < r> 4 % and transport refund (if any) upon submission of the ToT report - Deliverables 5, 6, 7 &8

Travel arrangements (if applicable)
The ILO will reimburse DSA (UN Rate) for 5 days and transport refund for any movements outside the Greater Kampala Metropolitan Area, upon submission of certified receipts.

Position: Consultant - Facilitation of a three-day workshop on digital security for women’s rights-based organizations and groups in Uganda.

Duration: One week including preparation, training, post-training follow-up and report writing
a. Introduction to SHIA
The Strategic Initiative for Women in the Horn of Africa (SIHA) is a regional network of over 150 civil society organizations across Uganda, Sudan, South Sudan, Ethiopia, and Somalia. SIHA promotes gender justice by addressing violence, exclusion, and limited access to services for women and girls in the Greater Horn of Africa. The current project strengthens feminist movements to counter backlash, advocate for gender justice, and enhance the capacity of women’s rights organization. More information about SIHA is available at Background of the Consultancy < r>While digital technology has provided Women Human Rights Defenders (WHRDs) with alternative platforms to advocate and mobilize for gender equality, it has also given rise to anti-gender backlash and new forms of online violence. Statistics from UNWOMEN-2024 indicates that 28% of women had experienced online violence in Sub-Saharan Africa. In the recent years, technology-facilitated gender-based violence has surged rapidly, posing serious threats to the safety and well-being of women and girls.
Engendered exploitation of digital revolution is excluding women and girls from full participation in digital spaces and generating new forms of vulnerability to backlash. This exclusion undermines efforts to advance gender equality and denies women the opportunity to build livelihoods, engage in advocacy, and counter anti-right rhetoric. It is also exacerbating existing forms of gender-based violence (such as sexual harassment, stalking, hate speech, misinformation, defamation, and impersonation) and created new forms of abuse (such as hacking, astroturfing, video and image-based abuse including deepfakes, doxing, cyberbullying, and online grooming among others).
c. The Training workshop
With the support of the Komboa project, SIHA intent to skill the capacity of 30 women rights-based organizations/groups in Uganda on digital security to counter the increasing anti-gender backlash on gender advocacy. The in-person training will be held in Kampala under the stewardship of SIHA.
Inspired by African feminist values of sisterhood, solidarity and mutual aid, the KOMBOA project exists to empower and uplift different communities within the dynamic and broad demographic of African women, girls, and gender-diverse peoples. Through evidence-based and community-informed strategies, the project advance gender justice and centre the experiences of their target communities, fostering a sense of hope and inspiration.
d. Objectives of the activity


Strengthen resilience and improve the overall digital security of individuals and organizations against evolving cyber threats and anti-gender backlash.
eepen knowledge and increase awareness of Women rights-based organizations/Activists on digital safety and gender advocacy.
Build a community of practice (CoP) and digital rights advocacy network to advocate for relevant policy reforms at national and regional levels.

e. Scope of Work
The consultant will design and facilitate a three-day in-person workshop in Kampala to strengthen the capacity of women’s rights organizations and groups on digital security in the context of anti-gender backlash. The training should broadly cover: < r>

D gital security awareness and protection – strengthening organizational and individual capacity to identify, prevent, and respond to digital threats. < r> T chnology-facilitated gender-based violence (TFGBV) – understanding the forms, risks, and impacts of online harassment, surveillance, and abuse. < r> S fe advocacy and digital organizing – strategies for sustaining feminist advocacy and movement building in hostile online environments. < r> N tworking and collective resilience – building solidarity, peer learning, and communities of practice to advocate for digital rights at national and regional levels. < r>
The consultant will be responsible for developing the detailed training agenda, topics, and tools (presentations, exercises, case studies, simulations, etc.), tailored to the needs of the participants.
f. Methodology
The training should be interactive and participatory, using diverse methodologies to maximize engagement and learning.
g. Consultant Responsibilities
The consultant will be expected to:


D velop a comprehensive training agenda, including objectives, session plans, and timelines.
Develop Pre and post training evaluation materials
Design and adapt learning materials (presentations, case studies, exercises) tailored to the needs of training.
Facilitate engaging and participatory training sessions, adjusting techniques for diverse participants.
Submit a detailed post-training report summarizing workshop outcomes, feedback, and recommendations.

h. Tasks and Deliverables
Tasks


Develop a pre-training survey to assess participants' needs.
Prepare training materials and evaluation tools based on identified gaps.
Deliver the three-day training workshop.
Produce a comprehensive training report with key insights and recommendations.

Deliverables


Pre/post training tools to assess the knowledge capacity of the participants.
Customized training materials tailored to participants’ needs. < r> D aft and final training reports summarizing outcomes and impact.
Recommendations for future capacity building needs.

Skills and Experience Required
The ideal consultant should have:


Advanced degree in Social Sciences, Development Studies, Gender Studies, or a related field.
At least 5 years of experience in capacity-building, training facilitation, or organizational development, preferably in feminist movements or women’s rights organizations < r> U derstanding of the digital Advocacy and security landscape in Uganda particularly from civil society perspectives
Proven expertise in digital security, digital rights including, digital advocacy, activism and online campaigns
Strong knowledge of relevant digital security related policies, laws and regulations at both national and global levels.
Demonstrated skills and experience in training and facilitation, especially in digital security, digital rights advocacy and activism for civil society organizations.
Track record in delivering similar interventions to civil society organizations in digital security, digital rights advocacy and activism strengthening and policy engagements.
