Position: Consultant - Facilitation of a three-day workshop on digital security for women’s rights-based organizations and groups in Uganda.
Reports to: Uganda Projects Country Coordinator br>Location of Assignment: Kampala, Uganda
Duration: One week including preparation, training, post-training follow-up and report writing
a. Introduction to SHIA
The Strategic Initiative for Women in the Horn of Africa (SIHA) is a regional network of over 150 civil society organizations across Uganda, Sudan, South Sudan, Ethiopia, and Somalia. SIHA promotes gender justice by addressing violence, exclusion, and limited access to services for women and girls in the Greater Horn of Africa. The current project strengthens feminist movements to counter backlash, advocate for gender justice, and enhance the capacity of women’s rights organization. More information about SIHA is available at Background of the Consultancy < r>While digital technology has provided Women Human Rights Defenders (WHRDs) with alternative platforms to advocate and mobilize for gender equality, it has also given rise to anti-gender backlash and new forms of online violence. Statistics from UNWOMEN-2024 indicates that 28% of women had experienced online violence in Sub-Saharan Africa. In the recent years, technology-facilitated gender-based violence has surged rapidly, posing serious threats to the safety and well-being of women and girls.
Engendered exploitation of digital revolution is excluding women and girls from full participation in digital spaces and generating new forms of vulnerability to backlash. This exclusion undermines efforts to advance gender equality and denies women the opportunity to build livelihoods, engage in advocacy, and counter anti-right rhetoric. It is also exacerbating existing forms of gender-based violence (such as sexual harassment, stalking, hate speech, misinformation, defamation, and impersonation) and created new forms of abuse (such as hacking, astroturfing, video and image-based abuse including deepfakes, doxing, cyberbullying, and online grooming among others).
c. The Training workshop
With the support of the Komboa project, SIHA intent to skill the capacity of 30 women rights-based organizations/groups in Uganda on digital security to counter the increasing anti-gender backlash on gender advocacy. The in-person training will be held in Kampala under the stewardship of SIHA.
Inspired by African feminist values of sisterhood, solidarity and mutual aid, the KOMBOA project exists to empower and uplift different communities within the dynamic and broad demographic of African women, girls, and gender-diverse peoples. Through evidence-based and community-informed strategies, the project advance gender justice and centre the experiences of their target communities, fostering a sense of hope and inspiration.
d. Objectives of the activity


Strengthen resilience and improve the overall digital security of individuals and organizations against evolving cyber threats and anti-gender backlash.
eepen knowledge and increase awareness of Women rights-based organizations/Activists on digital safety and gender advocacy.
Build a community of practice (CoP) and digital rights advocacy network to advocate for relevant policy reforms at national and regional levels.

e. Scope of Work
The consultant will design and facilitate a three-day in-person workshop in Kampala to strengthen the capacity of women’s rights organizations and groups on digital security in the context of anti-gender backlash. The training should broadly cover: < r>

D gital security awareness and protection – strengthening organizational and individual capacity to identify, prevent, and respond to digital threats. < r> T chnology-facilitated gender-based violence (TFGBV) – understanding the forms, risks, and impacts of online harassment, surveillance, and abuse. < r> S fe advocacy and digital organizing – strategies for sustaining feminist advocacy and movement building in hostile online environments. < r> N tworking and collective resilience – building solidarity, peer learning, and communities of practice to advocate for digital rights at national and regional levels. < r>
The consultant will be responsible for developing the detailed training agenda, topics, and tools (presentations, exercises, case studies, simulations, etc.), tailored to the needs of the participants.
f. Methodology
The training should be interactive and participatory, using diverse methodologies to maximize engagement and learning.
g. Consultant Responsibilities
The consultant will be expected to:


D velop a comprehensive training agenda, including objectives, session plans, and timelines.
Develop Pre and post training evaluation materials
Design and adapt learning materials (presentations, case studies, exercises) tailored to the needs of training.
Facilitate engaging and participatory training sessions, adjusting techniques for diverse participants.
Submit a detailed post-training report summarizing workshop outcomes, feedback, and recommendations.

h. Tasks and Deliverables
Tasks


Develop a pre-training survey to assess participants' needs.
Prepare training materials and evaluation tools based on identified gaps.
Deliver the three-day training workshop.
Produce a comprehensive training report with key insights and recommendations.

Deliverables


Pre/post training tools to assess the knowledge capacity of the participants.
Customized training materials tailored to participants’ needs. < r> D aft and final training reports summarizing outcomes and impact.
Recommendations for future capacity building needs.

Skills and Experience Required
The ideal consultant should have:


Advanced degree in Social Sciences, Development Studies, Gender Studies, or a related field.
At least 5 years of experience in capacity-building, training facilitation, or organizational development, preferably in feminist movements or women’s rights organizations < r> U derstanding of the digital Advocacy and security landscape in Uganda particularly from civil society perspectives
Proven expertise in digital security, digital rights including, digital advocacy, activism and online campaigns
Strong knowledge of relevant digital security related policies, laws and regulations at both national and global levels.
Demonstrated skills and experience in training and facilitation, especially in digital security, digital rights advocacy and activism for civil society organizations.
Track record in delivering similar interventions to civil society organizations in digital security, digital rights advocacy and activism strengthening and policy engagements.
