CRS’ Climate Change Adaptation and Mitigation Portfolio
Under the Climate Change Adaptation and Mitigation strategic priority area, CRS aims to ‘drive uptake and scaling of nature-based solutions and novel financing mechanisms to support national and community level efforts to mitigate and adapt to climate change’. CRS currently has three projects which fall explicitly under this strategic priority area, and is in discussions with other donors to start additional and related programs:
Restore Africa, which aims to restore 560,000 hectares of land with 352,500 smallholder farmers across 31 districts (Climate Asset Management funded)
Accelerating and Scaling Climate Smart Jobs within Restore Africa - Market Linkages for Livelihoods and Land Restoration (M4R – FCDO funded) in 17 districts, focusing on 60,000 small-holder farmers and 40,000 hectares also engaged in Restore Africa.
Mixed-Use Agroforestry in Refugee Hosting Districts (World Bank / MinWE funded), targeting 17,550 hectares and 87,782 smallholder farmers
These projects aim to assist smallholder farmers, with an average landholding of 2 hectares (minimum 0.5 hectares, maximum 20 hectares) to diversify production within their agroforestry systems, including through payments for carbon sequestration through integration of trees into their plots. The projects also aim to incentivize smallholder farmers to be able to invest in activities which restore health to their soil and increase productivity over time, as well as meet their own food security and economic needs.
Job Summary:
As the project manager responsible for implementing the Restore Africa project across the Eastern Districts of Namisindwa, Manafwa, Tororo, Pallisa, Kween, and Bukwo, you will lead, coordinate, and monitor all project activities. The role includes supervising district-based Project Officers, offering strategic and technical guidance in agroforestry, overseeing planning, monitoring, and evaluation processes, and ensuring strong collaboration with stakeholders.
You will report to the Project Management Unit through the Project Manager II – Implementation. In this capacity, you will contribute to strategic decision-making and adaptive management, supporting the design and execution of initiatives that advance Catholic Relief Services’ (CRS) mission to serve the poor and vulnerable. Your project management expertise and understanding of the program area will be key to ensuring the Country Program delivers high-quality results and continuously enhances the project’s impact.
Roles and Key Responsibilities:
You will lead technical, budget management, monitoring and reporting activities through most of the project cycle - start-up, implementation and close-out - in line with CRS program quality principles and standards, donor requirements, and good practices.
Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities following MEAL Policy. Proactively identify issues, report them to inform adjustments to plans and implementation schedules.
Foster and strengthen partnerships relevant to Restore Africa project, applying appropriate application of partnership concepts, tools and approaches.
Represent the organization with relevant local partners and relevant local government and community actors in areas of implementation
Determine activities required for ensuring the financial, material and human resources for the quality implementation of the project. Conduct periodic budget reviews and follow-up with partners on timely submission of financial reports to facilitate proper tracking of resource use.
Identify staff capacity needs and technical assistance needs of partner organizations and contribute to capacity strengthening and required interventions to support quality project implementation.
Provide overall leadership and coordination of land restoration activities across the six districts.
Supervise and support Project officers to ensure timely and quality implementation of project activities.
Consolidate district-level plans into a cohesive regional work plan aligned with project objectives.
Basic Qualifications and Experience
A bachelor's degree is required.
Minimum of 5-8 years of work experience in project management, ideally in the field of agroforestry and community mobilization for an NGO.
Preferred Qualifications and Experience
Master’s degree in international relations or in the field of agroforestry would be a plus.
Ability to contribute to the development of technical proposals, a plus.
Knowledge, Skills and Abilities
Proven experience in staff supervision and team coordination.
Demonstrated ability to work with stakeholders at multiple levels and strengthen community partnerships.
Experience in data analysis and contribution to evaluation and project reports.
Proficient in MS Windows and MS Office applications (Excel, Word, PowerPoint).
Strong critical thinking and creative problem-solving skills with sound judgment.
Excellent relationship management and representation skills, with the ability to work effectively with local stakeholders.
Ability to prepare and contribute to written reports.
Proactive, results-driven, and service-oriented approach to work.
Strong attention to detail, ensuring accuracy and timeliness in task execution.

Travel: Must be willing and able to travel up to 50% in the CRS field location.

On behalf of our client in the Oil & Gas Sector , we are looking for a competent, skilled, and experienced Project Manager to work in Uganda
Location: Uganda, Egypt, Tanzania or other appointed country
This project is jointly undertaken by our Client and SUNMAKER as a consortium. The candidate must possess excellent communication and coordination skills, be able to represent our Client in discussions and coordination with SUNMAKER, and ensure the smooth progress of the project. Specific responsibilities include:
· Analyze in detail the work interfaces, scope, content, and division of responsibilities between both parties according to the written agreement between our Client and SUNMAKER, ensuring that all work is carried out in accordance with the agreement;
· Ensure quality standards and acceptance criteria for interface work, and develop acceptance standards to avoid project delays due to nonconforming deliverables;
· Clarify the leading and supporting roles of both parties in each interface division, refine responsibility boundaries, and ensure smooth progress of interface work;
· Report any potential changes to our Client in advance to allow timely and reasonable adjustments in the event of interface changes, ensuring smooth project execution;
· Consider risk factors and preserve all relevant evidence for claims and accountability in cases where interface issues arise due to SUNMAKER.
The candidate will also represent our Client in communication and coordination with local governments in Uganda and Tanzania. This includes extensive communication with government departments to understand local policies, regulations, and natural gas-related reports, as well as obtaining necessary project data.
The candidate will organize and coordinate on-site work in Uganda and Tanzania and provide the domestic expert team with various data required to complete different parts of the detailed feasibility study report. This includes, but is not limited to:
· Determining the pipeline route, start and end station locations and scales, valve station and delivery point positions;
· Surveying existing facilities;
· Defining flow capacity, pipeline diameter, wall thickness, and other parameters;
· Establishing pipeline transportation tariffs, capital and operating expenditure reports, technical, economic, and financial feasibility analyses, and project financing plans.
The candidate must possess strong written and spoken English skills and be able to regularly report project progress to our Client via written reports and video conferences.
They should also be able to represent our Client in regular progress and work reports to the project owner.
Extensive experience in natural gas pipeline design is required, and the candidate must be competent to serve as a project leader for a large-scale pipeline feasibility study.
Roles and Responsibilities :
· Assisting in developing the project schedule;
· Coordinating between disciplines and SUNMAKER to ensure on-time completion of milestone deliverables until project closure;
· Providing design input requirements to cooperating disciplines and SUNMAKER and ensuring returned data meets quality standards for subsequent work;
· Clarifying issues arising during project implementation to the project owner.
RequirementsAcademic Qualifications· Bachelor’s degree or above in Oil and Gas Pipeline Engineering, Oil and Gas Storage and Transportation Engineering, Metallurgical Materials, or other related fields.
Required Qualifications
· Minimum of 5 years of international project design experience;
· Excellent communication and coordination abilities;
· Capable of managing large-scale pipeline engineering projects as a project manager;
· Fluent in English (listening, speaking, reading, and writing), able to use English as the working language and conduct regular progress reports in English;
· Due to fieldwork conditions in overseas projects, only male design personnel will be dispatched to site;
· Under 40 years old, physically healthy, and with no medical history;
· Proficient in progress management software such as Primavera P6 , presentation tools such as PowerPoint , and professional design and drawing software;
· Skilled in stress analysis, finite element analysis, and related technical methods.
